I guess it depends, it might if you don't declare it for VAT and Duty(where appropriate)?
Do second hand figures qualify for Duty or VAT?

I think they still do. The relevant website talks about "all goods". I don't think second hand comes into it especially as some items listed are always going to be second hand.
I suspect the thinking behind that is that if the goods have never been into the UK they have never paid UK VAT. Otherwise dodging VAT would be a simple exercise of assigning a previous ownership to anything you import. (IE you get someone to but an item, then you "buy" it from them before importing it.)

Bought some Gripping Beast Early Saxons from Ebay, because I need more Post Roman/Dark Ages/Early Med. for the lead pile. Felt justified as I had to bin some from the garage that had suffered 4 years of storage.

So you mean they are to replace those in the 4 year queue?
Why did they have to be binned Paul ? What can happen to do that in storage and why?
