First question is whether DB differentiates between mounted commanders or are they just markers. I have some lovely mounted commanders. And I assume that the progression tables for each player the first line is the starting point for the campaign? Its actually pretty unclear to me how you go from rolling up the various character development traits to pre campaign and then campaign setup.

Yes. All generals are foot generals. If they are mounted generals they can only command mounted troops.
I have Arthur as a mounted general, but for all intents and purposes, he’s a foot general

As to the campaign, you roll up each Lords background. Then when that is done, you basically choose an area for the campaign and the Saxons start raiding. Saxons can’t force a battle until they have achieved enough successes

I’ve had these six Numidians sitting on my painting table for weeks and I’ve finally pulled finger and managed to finish them off. Combined with those I did earlier this year, I now have two groups for Infamy! or one group for Operation: Pointy Sticks. Victrix plastics with LMBS shield transfers
