So does each one of those bases represent a HC unit?

Yes and no, it depends on how we are playing. Usually each base is treated as a unit, grouped into four commands. In this game we grouped some bases into pairs for a unit. As there is no figure removal it really makes no difference. {It started here in GHQ partly to ease storage and make bases more like dioramas occasionally.} So far it has been used on my Late Romans, Republican Romans & Carthaginians, 1066, ECW & Crimean War armies. It also makes moving units about easier on the table unlike fiddly 40x40 bases we use for habit.
