Embankment might be the go. Have you thought about using paper sheets with a stone pattern for the bottom bits? The sort of thing you buy, fairly cheaply, from model train shops. Cut to size & glue on mdf. If the pattern is different, even better because most of these things were built on earlie...

Many of the figures are Tumbling Dice with the remainder being plastic.

Losing the game certainly wasn't an issue (I'm used to that) but I lost the distillery at Auchtentoshan. All that lovely single malt carted back to England.
