It's one of the reasons I've never lived in England for any length of time. What size of railroad ballast are people recommending for 28mm modelling? (The track is HO IIRC)

Grab some of the OO/HO ballast from Peco or similar. If you're using OO/HO track then it will look fine. IIRC it's a little bigger than true scale anyway so will certainly not look out of place with 28mm. Of course the track would technically be a narrow gauge but that's probably the most versatile type to make for historical games anyway.
In some areas, such as parts of the railway built across Sudan, ballast was not used at all IIRC.

I had a Saturday/holiday job in a small model and model railway shop for 6 years so I picked up far more knowledge of train stuff than I ever wanted

Woodland scenics medium ballast and fine ballast in a 50 50 mix. Also great basing material and it lasts forevever.
