Are you drilling with a power tool ? Because I use small (< 0.7 mm)bits manually in a pin vice and hardly ever break them. They do look very splendid Count. I'm still working out how to base mine, but as I'm only playing skirmish style, I'm contemplating singles and sabot.
And Wingco, I usually do the pilot with a pin vice then dremel the proper sized hole. Especially on 15/18mm I destroyed too many hands.
