It’s rubberised horsehair.
The type you get if you wear rubber horse costumes.

Funnily enough, I have some of that lurking around, though I can't remember latex painting a horse. That's a very specialised kind of party.

Rubberised horsehair is apparently making a comeback, thanks to measures to reduce plastic waste.

If only I could source some latex pony girls so I could get the horse hair. For most people they aren't the kind of thing you find trotting round the gardens.

I believe you need a very specialised supplier for rubberised horsehair. The trade is tightly controlled by a mysterious stranger who flits in and out of the shadows with his strange ‘product’.

Those buildings are very awesome indeed. Hopefully a small town is next?
