I'd have said Belgium, which was part of the United Neverlands at the time, until about 1831 I think .. No, not in France, no. Nor London. That sort of thing. What was the capital of the United Neths, was it Brussels?

That was one of the three - the others were Amsterdam and The Hague. All at the same time, apparently.

Most confusing. Even the EU managed to whittle it down to two.

I thought that it was just Amsterdam and Brussels? I suppose technically though that the Treaty which created the State wasn't finalised until a couple of months after Waterloo but discussions had started some time before.
