DR would be my off the shelf choice for those sort of numbers.

Any mention of WH and the Empire brings me out in a cold sweat so that won't be happening. Though I think there's a 1st edition on my shelf somewhere that came with a bucket of Brettonians I bought years ago with some thought of making two Hundred Years War armies out of them. I have a feeling they are in the same place as the 100s of Napoleonic minifigs.

If you can find them, Reaper, from ttg games, the precusor to WH has the best jagic system I have ever seen, but is aimed at bigger battles than you want I think.
