That might be it, For some reason I was looking at Brigade HQ. 40 would make sense then, & the caption is wrong, not infrequent with the IWM.,

Americans find it incredibly amusing that we have a town called Maidenhead. You should see their faces when I explain to them that almost every county along the south coast has one.

I was trying to work out if there was perhaps some bit of kit in front of the serial (a rope or bracket?) that's making the 0 look like an 8 or 9?

Newports also seem popular... Most bafflingly in that famous nautical county, Shropshire.

Possibly an alcohol distilling reference? Shropshire Blue goes very nicely with a drop of the tawny nectar.

Presumably a river port. New Quay would be another common one. How many Newcastles are there?

Don't think we had one at this end of the river. It was canalised from Chester in an attempt to keep the port going there. Sadly the understanding of fluid dynamics was a bit sketchy, the silt just traveled faster and silted up all the ports on the south side of the Wirral.
