After many years of buying over-priced model railway treees (like K&M) I went the down the cheap Chinese route.
Spray the whole lot with adhesive then dip into your favourite brand of flock. T'job's a good 'un.

Sawdust foliage is proper old school. I've got a packet left over from the early 70's.
If you can get it or make it foam flock is more long lasting. Obviously not as cheap as nipping over the fence at the local lumber yard and making off with a bag of swag sawdust though!

Woodland scenic armatures at the size you want
Rubberised horse hair -

Tear it into bits, glue to armatures
Let dry, spray with dilute PVA and dip in flock
Cheap and easy and also make hedges

You can get cheap chinese flocked armature trees quite cheaply. The colours tend to be over vivid.
A brush of dilute mid= dark green paint with a paler highlight can be transformational, try using different paler flock to get variation in the highlight.
If the trunk is less than convincing, you can user coloured acrylic caulk with a wash or drybrush to get the colour.
If cost is no object check out architects suppliers.

Busy day in the Shed:
These are expensive K&M trees I own. I've ordered a bucket load of cheap Chinese trees & will use them after I improve them.

I bought some cheap ebay ones but ended up reflocking them because the original flock was far too bright and fell off exposing the plastic bristles underneath so it was as much work in the end as my usual methods
