If you buy the EU version it will check each strand of grass for straightness, and discard any that don't meet the stringent standard. Either that, or it'll just keep falling off every time you use the figures anyway.

Yes, these folks do 2mm ones. I've some of their longest ones and was very pleased with the quality and colour. When they arrived I thought they would be paler than they actually were. However, when I checked Col. Mike Snook's Sudan book they were a dead match to dry grass on one of the Sudan battlefields that he'd photographed, so I was very happy.

Wingco, perhaps the best answer is to get an applicator and make your own using small blobs of glue.

It’s easy enough to get ‘short’ ones - 2mm seems to be the default for most mfrs.
But they’re still big, wide tufts that look like a hillock when placed on a base of 10mm figures.
For smaller scales I use the 2mm length and cut the tufts down with nail scissors.

Unfortunately that is classed as 'gardening', a task that I loathe.
