Think I'll base my cavalry in 3s so I can have a command base in the middle.

I'm not sure I understand the question. My battalion, the one in the picture, just has the one officer figure.....in the centre and out front slightly. Officers and other command figures have no bearing in the rules if that's what you mean. Do whatever tickles your fancy....or most efficiently uses up the figures you've bought.

I meant the army commander.

He usually dies on Turn 1 (along with most of the cavalry); I don't think anyone actually knows what to do if he survives beyond that.

Either singly, with 'attendents or if you are as talented as people like GM, VB or CB (other talented painters and modellers are available) then they're on a beautifully crafted mini diorama. There is a huge variety on show at Ayton games so it's up to your personal preference.
It's occured to me that some of this might seem a bit vague, so if this worries you pick a commercial set of rules and use their basing convention. Still probably best to keep a 'weather eye' that it fits with EBs guidelines too.

Arrrrrrrrggggggh.....sodding phone.

The simple answer is that you will indeed need a force commander and, most likely, a separately based ADC. Other than that, wot Paul said.

Ignore Brendan, he's a git.

As an indication of how much this is a matter of personal choice, my Gateway battalions contain 29 figures and they're re-re-re-re-re-based like this.......

The middle base is, utterly inexplicably, just a little slimmer as it has, utterly inexplicably, only five figures. This will count as an average size unit. If it only had 24 figures, it would still be an average size unit.

Cavalry command usually goes first in the rout........

Is there a specified colour for the underside of the bases?
