A gunboat is 32 points so you need to drop your troops and then remove 0.65% of the boat to be compliant. Eliminating the guns should do it. Or a hole below the waterline.

If anyone is struggling for figures for a 'non- European' force...I have 30 spare 25mm Old Glory Afghan Tribesmen with Rifles/Muskets. From their NWF range

I acquired them off Tim W several Aytons ago, but don't need them, so would be perfect for this game!!
