Yes, I’m on the test playing team so have the rules and lists already
I’m talking about for the first supplement which is Carthage and her enemies. I’ll need Romans to test play that. And as opposition for my Carthaginians

Greek and Successor is going to take some tweaks I suspect for the phalanx type fighting.

They didn't phalanx in small numbers, so not an issue.
How do the rules work for inter celtic warbands?

Simple - one side wears blue and black stripes, the other side wears green and white stripes.

Very well. Support options for the Romans include ‘Tribal Allies’ and earlier Roman Armies have Celtic cavalry.
Nothing stopping you playing a campaign of rival tribes.

I know, I was wondering if maybe multiple groups could form a small phalanx

I suspect it would work more like a hoplite formation than a true phalanx.
Jeremy from what you have said, the rules are set up as romans vs a.n.other, rather than a set of skirmish rules in general for the period, you have to fudge around to do that?

To a large degree, they are. The rules have lists, so what you could do is take two forces from the lists (even forces from the same list). The premise of the rules is you have one force raiding/moving into the territory of another. Barbarians then get deployment and ambush points, more so in their own terrain. There’s absolutely no reason you couldn’t have rival Barbarian tribes raiding each other using this premise.
