We use the serviceable but perhaps a little dull Field of Glory rule set for our ECW games.
You should check out Beneath the Lily Banners... I think it has an entire system of 'happy accidents' not only including ammo shortages, drunk officers etc but units deciding The Pretender is actually the One True King mid-battle...

All good fun.

Thanks for the recommendation but we're quite happy with FoG (+ our event cards).

FoG is a great system, just thought a peek at BTLB might give inspiration for more events.
