I'd give the dross one (maybe no) shot, professionals, two or one and the absolute warrior gods unlimited short range shots due to their ability to carry more and (according to the sagas ) catch enemy weapons in flight!
Tracking that without paperwork, use a single token, coloured (or numbered) differently on each side and Ulf's your uncle.

Well-armed units throwing multiple missiles is among the factors that gives them their "4+" success roll in my workaround.

...that does assume they chuck 'em all in one go though and don't replenish "in the field".
In hindsight it's probably only an option that should be available for the better warriors as the sort of crap thrown by the peasantry probably wouldn't worry anyone with shields much

I'd allow trained band, to resupply once out 9f combat for 2 rounds (first round being realign, tighten back up, catch a breath)

That's not where your spears are. Your spears are now scattered among the enemy ranks.
Their spears are scattered among your ranks.
Except in a specific scenario wherein your warband is defending Honest Ulf's discount spear warehouse, resupply is going to be a catch-as-catch-can thing, done mid combat.
Individual guys snatching up and chucking the occasional one, without any unit effect worth rolling for.

If you gain the ground then there's plenty lying around but it would take time. A lot depends on the type of game you want to play.
In any case there are game mechanics which can be employed to avoid the need for any record keeping for "re-supply". I tend to use them because I hate the record keeping often needed in black powder games (or in earlier periods with crossbows) to know if someone has reloaded or not.

Spot on, and one of the reasons why I think a concerted mass chuck should be a one-time only deal.
