That only works on the UV curable resins Bones are PVC so whilst leaving it somewhere hot might temporarily solve the issue it's not likely to be a permanent cure.
I think Reaper have said that it's a fairly common problem and relates to the type of solvent in the spray primer used. It seems to be as simple as some cause the issue some don't. Citadel and Testors primers are know to cause issues.
That's the official line other people have suggested that it might be the plasticizers in the PVC leaching out. The only solution to that is to give the miniature a good wash in ISO alcohol (not good for your paint job which will also be destroyed).
I've seen suggestions that the tackiness can be sealed in with various varnishes (usually a gloss followed by a matt) but I can't remember if there's specific brand or brands that works. I would worry that it wasn't a permanent solution.
