I do both but, most recently, 10mm. I feel 10mm is the smallest of the middling scales too and 6mm the largest of the small scales (I do 2mm & 3mm as well). As you want the best 'small' scale I voted 6mm even though I prefer painting 10mm.
I've been doing a few 15mm as well recently, topping up some old DBA armies, and finding that the detail on 10mm figures now is as good as the older 15mm I've been doing but the 10mm are still easier and quicker to paint.
It is 20-28mm I don't like painting. Just can't get used to them at all. Some of the 20mm WW2 stuff is very poor quality too, poor sculpts and poor castings.

20mm ww2 has the gold standard for me, AB Miniatures.
