In the 1880s the US Surgeon-General recommended to Congress that it set up a contingency fund with which to provide a daily dose of laudanum for all Americans over the age of 10, and gave a whole list of medical benefits.

He was more into cocaine, as were many Victorians. It was particularly advertised as a cure for toothache, amongst other things.

It was still being used as a dental anaesthetic when I was young. Well, probably Novocaine, which was the synthesised product.
