Nah that's one of those fun 'urban myths' periodically trotted out as 'fact' by the media.
The boring reality is that the "Wales and Berwick Act 1746" created a statutory definition of "England" as including England, Wales and Berwick-upon-tweed. So no seperate mention in treaties and declarations has been required since.
