In his defense, he does talk about that in his podcast. The Celts were civilized, the barbarians he’s referring to are the Germans. He’s even hypothesizing how they will fight differently.

And I have the same issue with 'Barbarians' but give Rich his due, he's not taking that approach inside the rules from what we can tell so far.

Rob Broom pointed out to me that all the army lists for his WAB successor rules "War and Conquest" are available for free online. So I've been having a peak at those lists and rules too

I've now got the Armies of Antiquity supplement. Doesn't seem to tell me a great deal, thought it would be more Punic specific, I don't know why, just assumed.

It gives you the core army lists for all the armies if antiquity. The Hannibal book gives scenarios
