Is there any manufacturers still around that sell figures more akin to the original 25mm size?

I think you are thinking of Large 22mm or Heroic 20mm, or perhaps Scale Creep Con Completely Off The Scale 15mm. Aren't the minifigs sold by Caliver still more or less the right size?

Parkfield Miniatures list 25mm figures as well as more 'modern' 28s. I've never bought any, but my recollection of seeing them at shows is that they are more like the older figures and look similar in size to Minifigs

Some of the earlier Foundry stuff remains on the smaller side. Their ECW figures are for example smaller than Perry & Warlord.

Minifigs, the older Parkfield ranges (I think he's cottoned on and made the newer ones bigger to appeal to more punters), Garrison, and anyone who made figures in the 1970s.

Essex Miniatures were 25mm and I don’t think they’ve updated the ranges despite calling them 28mm:
