Churchill never understood logistics, it was one of the areas he and Fisher had blazing rows at the Naval Office about. And later with Wavell...

And yet, as minister of munitions he did well. His army never needed the prodigious amounts of fuel and ammo that WWII armies did, nor maintenance. In WWI, rail spurs could be built to handle supplies.

By the time he got that job the munitions issues of 1916 (both quality and quantity) had been resolved and he could do what he liked under the proviso it didn't affect his department. So minister in name only, and only that because lloyd george owed him the favour.
