ET doesn't live in a penal colony. He lives in the only planned city of the British Empire (well, until Milton Keynes).

Actually, ET lives in the second planned city of the British Empire; the first was Savannah, Georgia, which was not only planned, but all the residential plots were the same size and no inhabitant could own more than one (even by inheritance).

The third actually, the second being Georgetown in modern Malaysia, laid out by Col William Light, the same chap who designed Adelaide, and a veteran of the Peninsular war.
