I've just bought the Twilight of Divine Right – new ECW rules. They are cheap and I want to see how the system works. There isn't any firing or melee to resolve. It's assumed to be happening once units get close enough to each other. This might turn out to be a work of genius, instead the game concept is based on morale. Although it's written to be IGOUGO I reckon it should be easy enough to adapt for card activation.
I think they do a WSS version. The concept is pretty much is done in Le Feu Sacre where there isn't any musket fire to resolve. It solves lots of problem especially given how close Napoleonic formations were to each other when firing. Sometimes down to 5 – 10 yards which may only be a few mm on the table top.
