I feel your pain, Paul , but it's clear to me that you've not put as much thought into this as I have. With your system you'll need a sabot for every conceivable unit size and formation to retain the aesthetic.
You can't remove figures from the sabots and make the differenct formations as your 18mm squares would make too small a frontage and mean you'll get an advantage in combat which will annoy everyone else. Spacing them out to 20mm frontage will destroy your aesthetic so you might as well use 20mm bases as do that.
Lipped movement trays and even bigger scenic movement trays aren't an issue in WAB because there are minimum distances you have to stay away from other units so starting off with a 20mm square isn't an issue there, because there's space for the 'lip'.
What this all means is that during play you'll have to either compromise your aesthetic choices and negate your hard basing work or compromise your tactical choices. Either way it's going to make combat confusing for everyone involved and don't get me started on how it might effect working out arcs!

Maybe...but thought is one of those things where it really is the quality and not the quantity that counts
It's the use of sabots that makes no sense. Just use them as kindling instead.
The use of 18mm bases will cause some problems with melee but as long as your happy to match up 1 for 1 with 20mm based troops it shouldn't be too bad. I remember one guy being lucky to get out alive in Glasgow when he sourced the smallest possible 28mm Phalangites so he could base them on 15mm frontages and get extra troops in combat. The problem is that the rules didn't explicitly prohibit this!
Using 18mm squares, your arcs will be smaller (bad for you) but your footprint will also be smaller (bad for your opponent) so it really evens out. It's just the hand to hand combat where you need to have your sensible hat on.
The sabots would be a nightmare as you'd either have to have one for every circumstance and unit size, space out your troops to 20mm 'base' size when they weren't in it or swap between effective 18mm and 20mm base sizes which is likely to get you roundly verbally and physically abused. You'd also have the silly visual issue of the 'empty ground' surrounding the figures being able to attack and be attacked as it would technically be part of the unit.

Yes, that's as maybe, but they look prettier on 18mm square bases
