Back in the day, a very, very long time ago, I found that washing soft plastic figures in neat bleach did sort of etch the surface and help paint adhere.

Matisse Low Viscosity Gessos
Matisse Low Viscosity Gesso is specially formulated for artists who prefer a creamier, lower viscosity primer application. With a bright white, low tooth, flat finish, Matisse Low Viscosity Gesso is easy to apply with a brush or knife.
Otherwise I may be forced to go to a Games Workshop store & against a life long hatred*, buy a spray pack of their white primer
