The Fire and Fury option for Napoleonics, Age of Eagles, might be useful. Never played them but the original ACW version was one of the best rulesets ever and would fit the scale of game you suggest:

what is it about F&F that makes it so highly regarded ?I've played it at Andy's and remember enjoying the game a lot but can't recall what the mechanisms were

One of the earlier rules to have friction involved in movement. You roll a D10 and depending on the result, you either move, partially move or don’t. It’s also affected by your current state of morale.
