Ok. Makes me wonder how much is core rules and how much book specific.

The core rules will not change in the subsequent books. What will change is the army lists and what they can use signa for, etc

It helps not to think of them as Book 1, Book 2 etc. There are the rules and then there will be smaller supplements for theatres and time periods. Supplement 1 is Carthage

That's what I was hoping, that it's core rules plus supplements. That works for me.
