Surely the skill is managed with the vagary of the dice roll? No shooting of howitzer, field piece, musket or even bow & arrow or sling stone is assured in gaming thanks to dice. You just need to get the percentages right.
The thing is that a well oiled crew with an officer with good mathematique would far outperform a group of militia, far more than their equivalent long gunners. Come to that, I have never heard of militia howitzers.
