It does depend on what you mean by a skirmish? There are some fantastic rules out there for half a dozen figures a side but for 'Grand Skirmish' LR and Saga seem to be the big guns. (Dux Brit. is good too) I have yet to try out the New Barons War rules which have lists etc... for Early Med. armies but I have high hopes for them...again about LR/saga size I think.
