Embossed Wallpapers can be good as their thickness means that they're good for lay on terrain.
Otherwise there are plenty of resin cast streets out there, at a cost. I've got some of the "slugworks" ones.
If you have the inclination to do terrain tiles or even a base tile for your town/village then embossed blue foam is an option. 10mm thick with a chamfered edge would probably work for a village base, if you can't face full modular tiles

All good suggestions. I’m using a 2D mat at the moment but want to graduate onto blue foam sculpted with Green Stuff World rolling pin:

Mind you, embossed wallpaper might be a good alternative, I’ve been using it as brick paper for buildings with some satisfaction and there’s a few options that would be good for roads:

If you're doing a lot, the rollers are worth the investment.
If you just want an inch or so to edge your building bases they might not be so cost effective? (Although I have seen people make their own with a suitable bit of pipe or dowel and a dremel!)
