5 Core have a nice feel for small, characterful, games - and lots of (pdf) expansions.
Gruntz for bigger games - probably more like platoon+ level.
+1 for Laserburn, especially if you want to calculate the percentage chance of shooting someone in the left arm from 32m when firing a heavy bolter one-handed (about 1% probably). Lots of pleasant nostalgia there!

Keeping an eye on this as something that covers 70s sci fi using 3 or 4 squads aside.
Possibly a bit of tinkering to CoC might work.
I did consider this, but I'm not sure - the imbalance between the power of some 'units' might make it challenging. I am also not sure that the JOP mechanism (that I really like in CoC) works when we are talking daleks vs UNIT or Colonial Marines vs Aliens. I suppose you could vary the ambush rules for Aliens and treat Daleks as Armour... but where would skills like the Doctor be reflected?
Wargames dreams never die, they just get left in a box.
I haven't played it for a very long time, but Stargrunt 2 was/is superb (and free to download, I believe). In fact, they're the best set of platoon to company-level skirmish rules of any period in my opinion.
