It's a shame that Unfeasibly Miniatures effectively went belly up they had a Laurel and Hardy Foreign Legion Set.
Of course there's always the Characters from "Carry on Follow that Camel" that could be sculpted for 28mm

Empress already do L&H (+ Finlayson) as a mortar crew from the "Bonnie Scotland" film, as part of their Jazz Age Imperialism range.

Of course there's always the Characters from "Carry on Follow that Camel" that could be sculpted for 28mm

Go nicely with the "Carry On Up The Khyber" set. What next? A Carry On Don't Lose Your Head set would be useful ("I don't mind the equalities and the fraternities, but I'm not having the liberties!")

Have you thought about using XPS foam, it might prove more durable than "plaster" on MDF?
