Thirdly, will all go away after brexit, as VAT in the UK is an eec/eu imposition.

No doubt we will reintroduce Purchase Tax, which was replaced by VAT, and was levied on goods at different rates based on perceived luxury of the item.
If this did happen I wonder if Purchase Tax on certain periods will be higher than others. Napoleonics will surely be the highest with those Luxury uniforms.
Good news for Peeler will be that Pies will not be taxed at all.

I'm too young to remember purchase tax, but it's inconceivable that there will no longer be a tax on services. So hot pies, and even cold pies sold in connection with a supply of catering, will continue to be taxed. Sorry Peeler.
There is an argument to be made that the UK will no longer be restricted to just its current zero rates. While in the EU we can't legally extend our zero rates, and if we give one up we can never get it back. It could be argued that without the restrictions of the Principle VAT Directive there may be a UK free for all with Z/R being extended to many things......or......the Government of the day may think it expedient to remove a Z/R temporarily because once out of the EU 'we can always bring it back after the present economic crisis'.
That's assuming that we don't incorporate EU as is into UK law.

You missed the point entirely!
HMRC shouldn't need an agent to collect the duty, if it was done directly and the parcel released when it was paid there'd be no issues.
As for the other points you raise. If there has to be a fee of course it should be a flat rate, it costs as much to raise an invoice for £1 as it does £1million.
Do you really think 'The Revenue' will get rid of a way of raising income simply because the EU no longer force the levy?
